WCTF Board Members

Mark Kroeker
Founder and Chairman

Mr. Mark Kroeker is Founder and Chairman of the World Children's Transplant Fund. He is also the United Nations' Police Adviser in the UN Department of Peacekeeping Operations. He is a former Commissioner of Police for the UN Mission in Liberia.

He is a former Deputy Chief of the Los Angeles Police Department. He has also served as a member of the American-Israeli-Palestinian Anti-Incitement Committee where he worked on ways to reduce conflict in the Middle East. He was a Deputy Commissioner of the International Police Task Force in Bosnia leading the Civilian Police in the UN Mission in Sarajevo.

He has been honored with numerous awards, including the Armand Arabian Award for public service, the Federal Bureau of Investigation’s "Director’s Award for Exceptional Public Service," the Raoul Wallenberg "Save the Children" award and the Anti-Defamation League’s "First Annual Sherwood Family Prize for Combating Hate."

Tom Hennings
Vice Chairman

Mr. Tom Hennings is Vice Chairman of the World Children's Transplant Fund. He is President of Foray Technologies LLC, and President and CEO of Stone Reef Systems, Inc. He was President and CEO of Orderfusion. Prior to that, he was Chairman and CEO of USConnect, CEO of Innerset, and President of Winson Olson & Company, Inc. He was also a senior consultant with Accenture (formerly Andersen Consulting). He has served on the board of directors of Fourth Wave Software, Infor*Med, and USConnect.

Ricardo Mario Low
Board Member

Dr. Richard Low resides in Buenos Aires, Argentina where he heads the Infor-Med Corporation, a medical software company that has developed one of the leading Electronic Medical Records programs sold in the USA (Praxis EMR).

A graduate of UCLA and Yale Medical School, Dr. Low is a Board Certified Internist and a specialist in Emergency Medicine. He practiced in the United States for 20 years before moving to Argentina and establishing his current career in software design and management.

Dr. Low has also been advisor to the Minister of Health of Argentina. It was in that position that he was asked by the Argentine Government to help save the life of Veronica Arguello, a little girl needing a liver transplant in a country with no ability to do that kind of surgery.

Dr. Low's meeting with Mark A. Kroeker of Los Angeles began the World Children's Transplant Fund to aid countries all over the world establish facilities for children's transplants.

William Rinehart
Board Member

William Rinehart is the president/owner of Merit Profiles, a professional background screening company serving private industry. He is a former lieutenant with the Los Angeles Police Department where he worked on a wide variety of assignments including patrol, detectives, training and administrative positions.

He has over twenty years of experience in the private security industry. Previous positions held include President of two private contract security companies and Corporate Director of Security for a nationwide commercial real estate firm. He has also served as a Public Safety Commissioner for the City of La Canada Flintridge and is a Certified Protection Professional (CPP) as awarded by the American Society for Industrial Security.

Mr. Rinehart is a graduate of the FBI National Academy (121st Session) Quantico, VA and the University of Redlands. In addition to WCTF, his professional and personal affiliations include Rotary International, FBI National Academy Associates, Los Angeles Police Historical Society, and Oakmont Country Club.

Kathleen Sheehan
Board Member

Kathleen Sheehan is a 25-year veteran of the Los Angeles Police Department who specializes in Gang, Narcotic, Robbery, and Homicide Investigations. She adapted the West Point Leadership Program to blend military expertise, behavioral science, and police experience into pragmatic problem-solving strategies for law enforcement, civic, and corporate applications.

Kathleen has become involved in training and administration for municipalities and police agencies throughout the United States, Eastern Europe, and Southeast Asia. She is currently on assignment in a Gang Interdiction effort in Indonesia.

As a loyal friend and former employee of WCTF founder Mark Kroeker, Kathleen has been involved with the World Children’s Transplant Fund since its inception. She became a Board Member just this year, in 2006.
